Abstract

Rational exploitation of finacial resources for raising the quality of training of social policy of the Party and State’s key task of the public universities in Vietnam. The policy of autonomy, self-responsibility for the higher education establishment in all aspects firstly finacially, as a guidline completely correct and consistent with trends in system administration the world. Besides the results achieved, the implementation of autonomy, self-responsibility of financial public universities also revealed many shortcomings and difficulties need to be removed, especially in the context of current international integration. So, how do institutions of higher education improve the quality of public education and the effective use of financial resources for sustainable development to meet the needs of integration is a matter of concern is this.
