PROPOSING MEANS TO REPLACE FARM AND HOME-MADE VEHICLES WITH 3, 4 WHEELS

Abstract

According to the resolution No. 32/2007/NQ-CP dated 29/06/2007 of the
government about a number of urgent solutions to curb traffic accidents and traffic
jams, from 01/01/2008, the expiry vehicles, farm, home-made vehicles with 3, 4
wheels are not used in all provinces. The goal is to eliminate all of this type of
vehicles nationwide by 2020. In 2008, there were 15.777 farm vehicles needed to
remove, but to the end of 2010, we only supported alternative vehicles for 6.017
farm vehicles so there are more 9.760 vehicles which have not been replaced, not to
mention to the number of farm vehicles and home-made vehicles with 3, 4 wheels
produced from 2008 to present. There are three basic causes leading to slow
implementation of the resolution No. 32/2007/NQ-CP: The number and the types of
alternative vehicles don’t guarantee, the price of alternative vehicles are high and
the alternative process is not reasonable. The article focuses on analysing the role of
farm, home-made vehicles with 3, 4 wheels and evaluating a number of vehicles
chosen to replace. On that basis, the article proposes the method to choose and
design the alternative vehicles which are more consistent.
