Evaluation of cross-border HIV/AIDS prevention project in Ha Giang

Abstract

An evaluation of "Cross-Border HIV/AIDS prevention in Ha Giang" Project was conducted with 2 main objectives: (1) To describe achievements of the project's interventions (2) To describe barriers to insurance of the project's sustainability after the end of project funding. Methods: This evaluation used a mixed-method for secondary data review, analysis and a quantitative research using in-depth interview, focus group discussion, and observation techniques). Results: Though the Project has achieved several positive results on risk behavior change among intravenous drug users (IDU) in Ha Giang, it did not meet its objective on cross-border collaboration on HIV/AIDS prevention. The sustainability of the Projects activities has also faced many barriers due to limited local and government funding for HIV/AIDS program. In addition, this Project did not have a transition period, which allows a preparation for the withdraw project funding step by step and encourages local staff to respond to the changes and mobilizes resources from other donors. Based on the findings, this evaluation provided lessons learnt and recommendations for HIV/AIDS program in Ha Giang as well as the cross-border HIV/AIDS prevention activities in Vietnam in the future.
