METHODOLOGY AND PROCEDURE TO DETERMINE NATURAL DISASTERS RISKS DUE TO STORM SURGES FOR QUANG NINH AND HAI PHONG COASTAL AREAS

Abstract

As a result of climate change impacts, natural disasters have become more complicated, particularly storm surges causing extreme losses in human, property, and socio-economic. Therefore, research and assessment of natural disaster risks caused by storm surges are necessary and have scientific and practical significance, contributing to improving the hydro-meteorological industry's service efficiency in preventing and mitigating damages related to disasters. The research adopts the definition of natural disaster risks from IPCC (2012) and index method to develop a risk assessment framework for storm surges. As the case study, the research proposes this framework for Quang Ninh and Hai Phong coastal areas.
