Abstract

In the past 10 years, public debt safety indicators have continued to be strictly controlled within safe limits, contributing to ensuring national financial security and building fiscal policy space. However, the ability to mobilize ODA loans and concessional loans is decreasing, while the domestic market’s ability to absorb capital is still limited, causing increased pressure on debt repayment from the Government. The country’s external debt is no longer suitable for our country’s economic development. These are issues that need to be assessed and analyzed to give appropriate public debt management orientations and ensure sustainability public debt stability, national financial security, better meet the requirements of socio-economic development in the new period.
