Abstract

In the 2016-2020 period, public investment capital has been used more effectively thanks to institutional and legal improvements and strengthening of investment management and decentralization. However, the disbursement rate of public investment capital compared to the requirements and plans has been at low level, leading to a waste of public investment capital. Public investment capital source depends on the state budget and has not yet attracted the private sector. In the period 2021-2025, the demand for public investment capital continues to increase, while the state budget capital is facing difficulties due to the impact of the COVID-19 pandemic, therefore attracting social investment and overcoming difficulties and limitations, contributing to the increased efficiency of public investment capital is an urgent requirement.
