Abstract

Due to the practical requirements of ensuring a safe and sustainable national finance stemming from limitations and shortcomings in the unsustainable structure of budget revenue while the demand for state budget spending and debt public is increasing rapidly, the Politburo approved Resolution No.07-NQ/TW dated November 18th, 2016 on guidelines and solutions for restructuring the state budget, managing
public debt to safely, sustainably ensure national finance security. Implementing these orientations, the Government approved Resolution No. 51/NQ-CP dated June 19th 2017 issuing the Government's Action Program to implement Resolution No. 07-NQ/TW. So why to restructure the state budget? Researching the experiences of some countries in restructuring and adjusting the budget structure, the paper draws some recommendations to help Vietnam restructure its budget effectively, serve economic development and ensure national financial security.
