Financial management of government poverty reduction programs in localities North West Program: Case Study in Ba Thuoc District, Thanh Hoa Province

Abstract

Vietnam has made remarkable progress in poverty alleviation thanks to the investment of government and international organizations. Over the years, the government has invested a considerable amount of money in poverty reduction programs. However, this source of funding has not been used effectively, mainly because the financial management of the government's poverty reduction programs in most localities has many shortcomings, such as (i) overlapping social-economic development programs related to poverty reduction in each locality; (ii) each project program has financial management procedures ranging from budgeting, approving, supplementing, accounting and finalizing, which makes it difficult to control as well as evaluate efficiency; (iii) there is a high need for policy implementation while the coordination between the programs is not good. Based on the information collected by qualitative and quantitative methods in Ba Thuoc district, Thanh Hoa province, this paper focuses on the financial management of poverty reduction programs proposed by Thanh Hoa province. Solutions to improve the financial management of the government's poverty reduction programs are implemented in the district.
