Some issues on the three strategic breakthroughs for the period 2011-2020

Abstract

    In the report of social economic development 2001-2010, the Eleventh Vietnam Communist Party Congress (2011) has stated: "The market economy institution, human resource quality and infrastructure remain factors hindering the development". The Congress has identified the three strategic brea.kthroughs for the period 2011-2020 as follows: (i) Improving socialist-oriented market economy institution, focusing on creating equal competition environment and administration reform; (ii) Promoting high quality human resource, renovating the national education system, closely linking human resource with:technology application; (iii) Developing comprehensive infrastructure, focusing on transportation system and large scale urban infrastructure. There exist different opinions evaluating the two and a half years of implementation of the strategy. Some state that the strategic breakthroughs have been deployed proactively and have obtained some initial results. Some others give conclusion that the three strategic breakthroughs are still in the starting stage with many shortcomings. This paper summarizes the performance of the three strategic breakthroughs in the last two and a half years, providing reviews and useful recommendations.
