Renovating agricultural expansion: international experiences and policy implications for Vietnam

Abstract

    This article aims at exploring experiences from selected countries, discussing the current status of the Government's system of encouraging agricultural expansion in order to propose some solutibns and policies to improve the effectiveness of the agricultural expansion activities. The key solutions focus on reviewing and strengthening the organizational system; changing the planning modalities; budget allocation mechanism and increasing investment; applying new technologies in agricultural activities: continuing mobilization of all-sector participation, especially. the involvement of the private sector; changing the agricultural expansion organizations toward autonomous ones. The most important measure refers to the incentive policy in order to create working motivation, enhance staffs working performance. particularly in the grass-root level.
