DETERMINING THE BREAKTHROUGH SOLUTIONS TO ECONOMIC DEVELOPMENT IN SAM SON CITY IN THE PERIOD OF 2020 - 2030, WITH A VISION TO 2040

Abstract

On the basis of evaluating the applicability of economic development models to a small-scale territory with low level of economic development; Assessing the strengths, weaknesses, opportunities and challenges of Sam Son City today, the author has identified a number of breakthrough solutions to Sam Son development with development programs and solutions for each stages. In the 2021-2030 period, there are 3 development programs: Sustainable development of the tourism industry; Development of marine economy and Building tourism culture and urban culture. In the 2031-2040 period, there are 4 development programs: Sustainable development of services and tourism; Development of economic continental shelf economy associated with ensuring national defense and security; Development of Processing industry with high technology content and Establishment of the smart city and 4.0 local government.
