PHÁT TRIỂN DỊCH VỤ CÔNG TÁC XÃ HỘI Ở VIỆT NAM HIỆN NAY

Tóm tắt: Ở Việt Nam, đối tượng tiềm năng phục vụ của dịch vụ công tác xã hội (CTXH) rất lớn, khoảng 25% dân số và hàng năm số người có nhu cầu tiếp cận dịch vụ công tác xã hội chiếm khoảng 7-8% dân số. Việc cung cấp dịch vụ CTXH tuy đã có sự khởi đầu tốt, với 29 nhóm dịch vụ CTXH khác nhau trên các lĩnh vực an sinh xã hội, y tế, giáo dục, tư pháp và các lĩnh vực khác, nhưng còn tản mạn, quy mô nhỏ, chất lượng thấp, chưa đáp ứng nhu cầu đa dạng của người dân, do số lượng người và cơ sở cung cấp dịch vụ CTXH ít, lại chưa được đào tạo cơ bản về CTXH. Mặt khác cơ chế, chính sách về phát triển dịch vụ công tác xã hội chưa hoàn thiện. Chính vì vậy, phát triển dịch vụ công tác xã hội là nhiệm vụ quan trọng của hệ thống an sinh xã hội nhằm hướng đến mục tiêu công bằng, bình đẳng và bảo đảm an sinh xã hội của mọi người dân.

Abstract: In Vietnam, about 25% of the population are potential customers of social work services; every year, the number of people who need access to social work services accounts for about 7 -8% of the population. The provision of social work services has been adequate thus far, there are 29 different social service groups in the areas of social security, health, education, justice and other areas. However, social work services are scattered in small-scale and of low-quality; in addition, the fact that many establishments provide social work services through untrained staff also hinder social work services from meeting the diverse demands of people in need. On the other hand, mechanisms and policies on social work services development have been inadequate. Therefore, the development of social work services is an important task for the social security system, which aims to provide equity, equality and ensure social security of all people.
