In the context of the world entering a new development period with the strong impact of digital technology, artificial intelligence and international integration, the traditional government model has revealed many limitations, especially at the commune level, which is directly related to people's lives. Rigidity, bureaucracy and lack of flexibility are no longer suitable for modern governance requirements. Therefore, the innovation of the organizational and operational model of the commune-level government towards friendliness, modernity, and serving the people has become an inevitable requirement, both urgent in the short term and strategic in the long term in the new era of development
