ENHANCING THE EFFECTIVENESS OF LAND USE RIGHTS AUCTION ACTIVITIES IN GIAO THUY DISTRICT, NAM DINH PROVINCE
Abstract
Performing land allocation and leasing through legally compliant land use right auctions is crucial to ensure transparency, objectivity, and optimise governmental budget revenue, all while efficiently managing land resources and promoting the transparent development of the real estate market. This study assessed the effectiveness of land-use rights auction activities in Giao Thuy district, Nam Dinh province, from 2018 to 2022 by investigating and analysing auction data and seeking insights from experts. During the period, the district successfully conducted 89 auction projects encompassing a cumulative area of 231.405,5 m2 across 22 communes and townships, generating a total revenue of 600,748 billion VND. The range of differences between the starting prices and the winning auction prices varied from 1.0 to 2.58 times, while the difference between the estimated revenue and the average auction winning amount ranged from 1.14 to 1.69 times. These findings indicate that the auction of land use rights in Giao Thuy district has achieved a certain level of effectiveness. However, it is important to note that there were still obstacles and challenges encountered during the implementation process. Therefore, Giao Thuy district should undertake suitable and comprehensive measures to further enhance efficiency.
