Abstract

Mobilizing resource in new rural construction is an extremely important issue, directly affecting the results of new rural construction of each locality as well as the whole country. The author's systematic review by synthesizing and analyzing 15 published scientific studies helps to answer the question: what are factors affecting the results of resource mobilization in new rural construction? The answer of this study is extremely important for scientists who are studying this issue as well as for locality staffs implementing the new rural construction program; determining the influencing factors would be an important basis for proposing solutions to improve the efficiency of resource mobilization in new rural construction. The study showed that the factors including people's awareness of the new rural construction program; local authorities’ resource mobilization methods; investment attraction environment and local economic potential; people's conditions and appropriate level of contribution; local propaganda and advocacy; people's participation in the program; the openness and transparency in the use of mobilized resource; the capacity of staffs in charge of resource mobilization have great influence on the results of resource mobilization in new rural construction.
