Developing net-zero carbon building: Approach from other countries and recommendations for Viet Nam

Abstract

Developing net-zero carbon building (NZCB) is a necessary direction to enhance energy savings and energy efficiency, reduce carbon emissions from the building sector in particular and the construction industry in general, thereby contributing to the implementation of Vietnam's international commitments at COP26 to achieve net-zero target by 2050. Based on the reference to approaches and experiences of other countries and international organizations, this study provides recommendations for the step-by-step development of NZCB in Vietnam, including studies to assess the status of carbon emissions (operational carbon and embodied carbon) for the building sector; development of a road map and an action plan for decarbonization in the building sector and developing NZCB from now to 2050; developing and completing the legal framework, legal documents, regulations, standards, technical guidelines, assessment and certification system for NZCB; implementing awareness and capacity building programs for stakeholders with respect to NZCB development; conducting science and technology, research and
application, and technology innovation programs related to NZCB development.
