Crucial factors influencing quality of tender documents

Abstract

In spite of playing an important role in assessing the competitiveness in the tendering process, the quality assurance of the bids still remains many issues that can affect the investor's right to decide whether the construction enterprise will win the bid or not. The study aimed to determine the factors affecting the quality of bids in the construction environment in Ho Chi Minh City. The research was conducted based on the point of views of investors, project management consultants, design consultants and contractors who had experiences in different types of projects. Data were collected from 175 valid surveys and the factors were ranked based on Relative Importance Index (RII) method. The analysis confirms four crucial factors have an impact on the
quality of tender documents, including: 1) Financial capacity of the contractor, 2) Source of capital to implement the bidding package, 3) Method of preparing tender documents, 4) Contractor selection method, Bid package size and Contractor's reputation. The results generally provide the participants bidding for construction projects with knowledge of the factors influencing the quality of bidding documents in Vietnamese construction projects.
