The set of criterias for classifying the construction investment projects on exploring, mining and processing coal works in Quang Ninh in the directions of planning area

Abstract

Quang Ninh has a large area of coal mining, processing and consumption, stretching from Dong Trieu, Uong Bi, Hoanh Bo, Ha Long and Cam Pha. The whole area includes 24 surface mines and 49 underground mines. In the coal industry planning, construction investment projects are currently only taking into account the economic value but have not fully considered factors such
as the relationship with the surrounding residential area, the impact of extreme climate change…. These have led to high risks in the management of these construction investment projects and can cause serious damage in both socio-economic and environmental terms in the mine areas. In order to improve the efficiency of the project management with the requirements to reduce environmental pollution, sustainable socio-economic development, green growth, the research team has carried out investigation, survey, synthesis and analysis of documents in Quang Ninh area. On that basis, the article presents the research result contents with the proposed solution to divide coal exploration, mining and processing projects into three planning areas. These are projects associated with the characteristics of urban areas, economic zones - tourism, and mountainous areas. At the same time, the authors also researched and developed a set of criteria including 3 groups of criterias: safe environmental distance; landscape architecture and conservation of cultural - social values, ecological environment; relationship between environment and green-circular economic growth. The set of criterias is the basis for ranking the investment priority order of projects in the management in each planning area.
