Abstract

This research aims to evaluate the current application of BIM in preparing and reviewing cost estimates for public investment projects in civil construction, which are complex, prone to errors, and require strict evaluation. The study includes four stages: literature review, in-depth interviews, a survey of 175 participants, and experiments. The findings show that technical factors have the greatest impact, followed by economic, technological, human, legal, organizational, and other factors. The experiments indicate that BIM is effective in quantity takeoff, classification, and saving time and costs, but improvements are needed in transparency and data interpretation. The study proposes several policies: for technology, develop BIM evaluation criteria, ensure estimates align with local conditions in Vietnam, and create domestic BIM tools; for economics, prioritize investment in software and hardware at each stage, and pilot projects to assess effectiveness; for technology, improve software and develop specialized tools; for human resources, provide in-depth training and collaborate with BIM experts; and for legal matters, establish consistent BIM regulations and integrate national standards.
