<p><strong>Abstract:</strong> <em>This article analyzes a fundamental shift in Arctic policy of the U.S. This transformation is driven by three primary factors: i) The environmental transition toward a “Blue Arctic”; ii) The rise of the Russia - China alliance; and iii) The urgent imperative for domestic economic security, which promotes the extraction of energy resources and strategic minerals. In response, the U.S. has implemented the “Monitor and Respond” doctrine, restructuring its base network in Alaska and Greenland. The security - first policy of second Trump administration has prioritized the exploitation of strategic resources, thereby reshaping the regional order. Competition among the U.S., Russia, and China continues to intensify in a region with unique characteristics. On this basis, the article proposes several implications for Vietnam.</em></p>Đặng Hoàng Hà

<p><strong>Abstract: </strong><em>The article examines deep-sea mining as a new geopolitical and economic front amid surging demand for critical minerals driven by the energy transition and the fourth industrial revolution. Within the legal framework of UNCLOS and the International Seabed Authority (ISA), exploration and prospective exploitation are concentrated in the Clarion - Clipperton Zone in the Pacific, where great powers and middle powers compete for access to polymetallic nodules, massive sulphides and cobalt‑rich crusts. The article highlights China’s leading position in licensing, technological capability and network of agreements with Pacific island states, while the United States is recalibrating its policy, using executive orders and private companies to narrow the gap. Russia, South Korea, Japan and India emerge as important actors that pursue resource security and regional influence through technological investment and active participation in ISA processes. The impacts of deep‑sea mining are assessed along two dimensions: on different groups of states, particularly small island developing states and developing economies, and on the evolving pattern of great power competition. The article argues for a more inclusive, science‑based regime for seabed governance that reconciles strategic, economic and environmental interests and ensures a fair distribution of benefits.</em></p>Nghiêm Tuấn HùngNguyễn Thị Như Quỳnh

<p><strong>Abstract:</strong> <em>This study examines the U.S. legal framework for regulating beneficial ownership in enterprises, highlighting the role of regulatory authorities in collecting, storing, and sharing ownership information. Drawing from these insights, the research proposes recommendations for Vietnam, including incorporating obligations for disclosing, updating, and verifying beneficial ownership information into the Law on Enterprise, establishing a robust oversight mechanism, and strengthening the role of the Ministry of Finance. Enhancing the legal framework in this direction will improve transparency, align Vietnam with international standards, and create a more attractive investment environment.</em></p>Đặng Minh Phương

<p><strong> <span class="fontstyle0">Abstract: </span></strong><span class="fontstyle2">From 2020 to 2024, strategic competition between the United States and China has spanned multiple sectors. In economics, a typical example is the electric vehicle (EV). Concerned that Chinese EV brands might infiltrate and dominate the domestic market, the U.S. has implemented policies to restrict and block EVs of China. In response, China has also enacted various policies to ensure its leading position in this field. The current tensions not only impact on the the economies and environments of both countries but also of the world. <p><strong>Abstract: </strong><em>In the context of global urban competition, localities have continuously sought to enhance their attractiveness by attracting the creative class, developing creative industries, and striving to become “creative cities”.</em><em> C</em><em>reativity has become a core strategy in tourism development, in which creative placemaking plays a central role in attracting tourists. This article provides an in-depth analysis of how creativity is applied in destination design through diverse design strategies. Through case studies from Thailand, the Netherlands, Denmark, Brazil, and Germany, the research confirms that the success of this strategy depends on leveraging local characteristics and adhering to fundamental principles of creative design. The creative process also requires harmonious coordination between tangible and intangible resources, storytelling, and genuine community participation. Creative destination design demonstrates the dual role of creative tourism in enlivening heritage and bridging global flows with local spaces, which is key to preserving identity and promoting sustainable development.</em></p>Bùi Mỹ TrinhPhí Hồng Minh
