Scientific, political and legal basis for building urban government in Vietnam
Abstract
In the history of the formation and development of local government in Vietnam, right at the beginning of the Democratic Republic of Vietnam, there has been a distinction between rural and urban local government. In particular, the rapid urbanization process in the past decades has put a lot of pressure as well as new requirements on state management for urban governments at all levels. This is also the reason why a number of large cities successively proposed to build an urban government model with specific characteristics of their locality. This paper analyzes the scientific, political and legal basis for the buidling of urban government in Vietnam, thereby giving a clearer argument for the renewal of the organizational and operational model of local governments and improving legislations on local governments in urban areas.
