Cyber attack from the perspectives of international and Vietnamese law

Abstract

Currently, cyberspace has become a "new strategic environment", a "special domain", closely linked with the natural environment (land, sea, air, and space) for countries to exploit, develop their societies and economies, enhance and protect their national sovereignty and interests. However, cyberspace has been posing many new risks and challenges to the national defense and security of any country which has to prevent and overcome the consequences of cyber attacks aiming at economic and financial information, national defense and security systems... The article clarifies the nature of cyberattacks, the current situation and consequences of cyberattacks, and challenges posed to countries around the world, including Vietnam, in controlling cyber attacks by law, thereby providing solutions to improve Vietnam's regulations on controlling cyber attacks.
