Position and role of the head of state in the modern governmental apparatus – flexible in tradition

Abstract

In the modern governmental apparatus, each government institution plays an important role that is intrinsic to them in the distribution-of-powwer’s mechanism. On the basis of theoretical research and correlate to practical situations of different jurisdictions, this article points out that the position and role of the head of state bears both traditional and flexible characteristics in the modern governmental establishment. This article argues that if these two traits are combined together via methods that enhance practical capacities of the head of states in foreign affairs, defense and national security, such premier titles shall greatly contribute to the efficiency and effectiveness of the governmental establishment as a whole, regardless of political stance.
