The Human Rights Commission and its guidelines relating to procedures of state periodic reports under the ICCPR

Abstract

The Article focuses on analyzing the legal issues of Human Rights Commission (HRC) and the regulations related to the procedures of making state periodic report under the ICCPR. Simultanously, the article points out the changes in HRC’s guidelines since 2019 and give some comments on the advantages and disadvantages of each procedure, from which bringing some recommendations for Vietnam’s next periodic report process.
