The reaction of state on the implementation of the policies against Covid-19 pandemic not only reflects the development in science and technology of the country but also illustrates the influence of state’s power structure to the policy’s enforcement. In the United States (US), the context of power division between federal state authority and state authority has certain impacts which makes the policies against Covid-19 of the US government become less useful. Researching this issue may expose the lessons on state’s power organization. Through analyzing the principles and forms of powers division between federal and state authority in the US, this article points out the drawbacks on the implementation of the policies against Covid-19 pandemic with reference to Vietnam
