Commitments of Vietnam on government procurement under the CPTPP and solutions for implementation

Abstract

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership brings Vietnam many benefits but also poses significant challenges in regard to government procurement. The effective implementation of government procurement commitments requires the Government of Vietnam to raise its role in managing public procurement. To achieve this goal, it is necessary for Vietnam to improve the legal environment for state management over public procurement bidding; to renovate the operation of state management over public procurement bidding; to improve the competence of personnel performing the tasks of state management over public procurement bidding; and to enact policies encouraging domestic contractors to raise their competitiveness.
