Abstract

The Comprehensive and Progressive Agreement  for Trans-Pacific Partnership (CPTPP) is a very first new-generation free trade agreement that Vietnam has concluded under which self-certification of origin  has been provided. The provisions on the self-certification system in the CPTPP are considered to be modern and transparent, which create favourable conditions for enterprises and promote imports and exports among member states. The system, however, is still quite new in Vietnam where enterprises as well as authorities are only familiar with the traditional form of the certificate of origin (C/O). The paper offers an analysis of the relevant provisions of the CPTTP on self-certification of origin in which the related requirements are clarified, and it also points out difficulties and challenges in implementing this new system for the Government and enterprises of Vietnam.
