Abstract
The paper analyses the relationship between policy and law seen from the perspective of the 2015 Law on promulgation of legal normative documents. Accordingly, policy is always a preceder of law which directs and serves a foundation to institutionalise law. On the one hand, policy determines the contents of law and the effectivess of the law implementation process. On the other hand, law serves as a tool to realise policy and to reflect policy effects in social life. Besides it, the paper points out factors affecting the relationship between law and policy.
