Issues for the operation of the Standing Committee of the National Assembly in a model of professional parliement

Abstract

The Standing Committee of the National Assembly of Vietnam is a special body which has not been seen in many countries in the world.  The existence of the Standing Committee of the National Assembly of Vietnam has been ussually explained by the reason that due to the intermitten operation of the National Assembly it is of necessity to establish its standing body. This paper researches and interprets the birth of the Standing Committee of the National Assembly as well as the reasons for the existence of a particular body vested with many powers of a supporting body of the National Assembly and also an independent body within the structure of the state machinery of Vietnam.  On that basis, the paper proposes to reconsider the existence of the Standing Committee of the National Assembly at present in the context that the National Assembly of Vietnam has gradually functioned as a professional parliement.
