Policies on Supporting Disaster Prevention in a Border Commune of Quang Binh Province: Practices and Lessons Learned

Abstract

The article focuses on analysing the support activities of local governments
aimed at helping the Bru-Van Kieu people in the Vietnam-Laos border area prevent natural
disasters in recent years. Based on field research conducted in Quang Ninh District, Quang
Binh Province, in 2023-2024, the article's main finding reveals that local authorities have
implemented several measures to diversify livelihoods and resettle the population. These
efforts aim to improve disaster prevention capacity, reduce human and property damage, and
mitigate the negative impacts of natural disasters. However, some support policies have been
ineffective and have not improved the people's disaster prevention capacity. This limitation
stems not only from the policies themselves, but also from the policy beneficiaries.
