Theo tinh thần của Công ước Di sản Thế giới và theo những tiêu chí mà Quần thể Di tích Huế đáp ứng khi được ghi tên vào Danh mục Di sản Thế giới, việc bảo vệ tính toàn vẹn của di sản liên quan mật thiết đến việc giữ gìn nguyên vẹn những yếu tố cảnh quan phong thủy của Huế. Tuy nhiên, trong quá trình đô thị hóa hiện nay, việc xác định phạm vi khoanh vùng bảo vệ phù hợp để những giá trị ấy vẫn giữ được tính chân xác và tính toàn vẹn trong khi vẫn phải tạo điều kiện cho đời sống dân sinh trong khu vực mà không vi phạm những điều quy định của Luật Di sản Văn hóa không phải là một điều đơn giản. Để làm được điều đó cần có những chính sách phù hợp, đặc thù riêng cho Huế.

Bài viết đề cập đến những khái niệm về Tuyên bố Giá trị nổi bật toàn cầu và yêu cầu của Công ước Di sản Thế giới, những khó khăn, bất cập hiện nay trong quá trình bảo vệ tính toàn vẹn của di sản và đề xuất một số giải pháp.

ABSTRACT

According to the mentioned Convention of the World Heritage and according to the criteria that were adapted by the Complex of Huế Monuments when it was listed as the World Cultural Heritage, the protection of the heritage’s integrity relates closely to the protection of Huế’s geomantic landscape. In the current urbanization, however, it is not simple process to set up appropriate zoning boundaries for the authenticity and integrity, at the same time, facilitating the residential requirements without breaking the Law of Cultural Heritage. In order to meet this demand, it is necessary to find specific and appropriate policies for Huế.

The paper outlines some concepts of a Statement of Outstanding Universal Values (OUV) and requirements of the World Heritage Convention, the present obstacles in the protection of Huế heritage’s integrity, and propose some solutions.
