Định hướng hoàn thiện chính sách hỗ trợ kinh tế tập thể giai đoạn 2026-2030

Trong giai đoạn 2021-2025, dựa vào mục tiêu phát triển, điều kiện ngân sách và nhu cầu hỗ trợ, năng lực của các hợp tác xã, Thủ tướng Chính phủ đã ban hành Chương trình hỗ trợ phát triển kinh tế tập thể, hợp tác xã giai đoạn 2021-2025 (Quyết định số 1804/QĐ-TTg ngày 13/11/2020). Chương trình đã đóng góp tích cực cho sự phát triển của khu vực kinh tế tập thể, hợp tác xã trong thời gian qua; tuy nhiên, quá trình triển khai Chương trình vẫn bộc lộ một số tồn tại, hạn chế. Trên cơ sở phân tích tình hình triển khai thực hiện Chương trình hỗ trợ phát triển kinh tế tập thể, hợp tác xã giai đoạn 2021- 2025, bài viết làm rõ các kết quả đạt được, những hạn chế và tồn tại chủ yếu; đồng thời đề xuất định hướng hoàn thiện chính sách hỗ trợ, phát triển kinh tế tập thể trong Chương trình tổng thể phát triển kinh tế tập thể giai đoạn 2026-2030.

Summary
During the 2021-2025 period, based on development objectives, budgetary conditions, support needs, and the operational capacity of cooperatives, the Prime Minister promulgated the Program on Supporting the Development of the Collective Economy and Cooperatives for the 2021-2025 period (Decision No. 1804/QD-TTg dated November 13, 2020). The Program has made positive contributions to the development of the collective economy and the cooperative sector in recent years; however, its implementation has also revealed a number of shortcomings and limitations. Drawing on an analysis of the implementation of the Program on Supporting the Development of the Collective Economy and Cooperatives for 2021-2025, this article elucidates the achieved results as well as the major constraints and existing challenges, and proposes directions for refining support policies and promoting the development of the collective economy within the comprehensive Program for Collective Economy Development in the 2026-2030 period.
