Thailand’s national research and innovation system reform: the priority towards sustainability

This paper outlines Thailand’s national research and innovation system reform during 2018-2019 and its priority setting framework toward sustainability goals. Considering public sector’s governance, budget system reflects the power structure, history and socioeconomic background of a state.

To accelerate national technological development from government R&D spending, there has been a serious need for institutional reforms, especially in budget process. A recent reform in Thailand’s research and innovation system was undertaken during 2018-2019. The Science, Research & Innovation Promotion Fund was established as an important policy deployment tool. In this article, we analyze and assess Thailand’s recent R&I reform as well as its emerging reorientation in budget and funding system. This paper also illustrates Thailand’s policy direction toward “Bio economy, Circular economy, and Green economy” or in short “BCG”, as the national priority. The BCG policy is a good example of government efforts in realigning budget and funding system, after the reform, towards the national priority.

Competency framework for researchers in the public scientific and technological organizations in Vietnam

Competency framework for human resource development has been studied widely with publications in scientific journals. However, there are only a few publication about competency framework for researcher development in Vietnam. This paper aims to proposal a competency framework for researchers based on literature review, international experiences and empirical analysis of survey data in Vietnamese Public Scientific and Technological Organizations. Data from 600 researchers has been analyzed by confirmatory factor analysis (CFA) and structure equation model (SEM) to validate the proposed competency framework for researcher performance improvement and to applied for training and development activity in research organizations.

Some issues about initial initiatives, initiative activities and mechanism promoting individual publishing and sharing initiatives with the community

Similar to other intellectual property, the nature of initiatives is intangible and knowledge-informative which is the same with the characteristics of intellectual property, at the same time, many actors can use the same initiative without possessing behavior. Along with the diversity, dispersion, informality, and characteristics of “user-innovation”, the initiatives are restricted from publishing and sharing, and the creators are restricted from creating new ones. This issue requires that there should be many separate mechanisms for encouraging announcement, sharing of initiatives, application of initiatives, investment in creating innovations. In order to design this own mechanism, it is firstly necessary to systematically consider and evaluate the issues related to initiatives and initiative activities, in order to adjust and perfect mechanisms and policies to encourage publication and share information about initiatives with the community.

The impact of open science on science and technology activities and policy suggestions for Vietnam

Open Science has been a topic of interest to scholars around the world for nearly two decades. Research results show that open science is a new approach to the scientific research process conducted through collaboration and a new way to spread knowledge widely and quickly based on digital technology platform. This article has analyzed and pointed out the positive impacts and challenges posed by open science on S&T activities, and evaluated the current situation of policies related to open science in Vietnam. On that basis, some suggestions on policies to promote the development of open science in Vietnam are proposed.

Impact assessment of 5G technologies on economic sectors and proposal of a roadmap for 5G service deployments in Vietnam

In the past, the fifth generation (5G) mobile network in Vietnam has been gradually deployed in tune with the world and it is ready for commercialization in the coming time. Therefore, actively researching, evaluating potential applications, and forecasting the impacts of 5G mobile technology on economic sectors will serve as a basis for proposing orientations for the development of potential 5G applications in Viet Nam. Making contributions to the policy makers and telecommunications providers to have a referenced landscape of 5G situation development in Vietnam before it is commercially deployed on a large scale. With over 2000 surveyed samples on the 5G potential applications from the user's point of view to identify trends and social needs for the new 5G services. Using an IO analysis model on economic sectors of Vietnam to forecast the impacts of 5G on socio-economic industries at the time of 2025 and 2030, thereby proposing some orientations in the roadmap of exploring the potential 5G applications in Vietnam. Initial thoughts concerning the policy directions and measures for development and application of IOT toward 2025 in Vietnam

As a middle-income country, Vietnam can exploit the opportunity provided by the 4th Industrial Revolution to rapidly transition from a resource-driven growth model to a productivity and efficiency driven growth with a gradual approach to innovation-based growth. The Internet of Things is an area of great potential that can help Vietnam achieve that expectation if Vietnam chooses a suitable way for itself. The article presents some initial thoughts on views, principles and measures to build policy directions and solutions for developing and applying IoT in Vietnam to 2025.

Some issues about science and technology potential of The People’s Democracy Republic of Laos

The potential of science and technology is an important foundation in the development of a nation's science and technology. In order to have a basis for orienting the development of science and technology, many countries have organized surveys and statistics to assess the current state of S&T potentials, thereby having priority strategies to develop national S&T activities well suitable. In the ASEAN region, Lao PDR is a country that has made great efforts in promoting S&T potential. However, a review of international studies on Laos shows that specific information and data on the S&T potential of Laos are still relatively modest. With the support of colleagues at the Institute of Science and Technology Management, Ministry of Science and Technology of Laos, this article initially maps the picture of the S&T potential of Laos and at the same time points out some issues about the orientation of S&T development of Laos in the present time and in the future.
