Administrative System of Hanoi City in the French Colonial Period and Its Roles in the City Management and Development

Abstract

Based on the archival documents, among which there are many new documents, this article deals with the administrative system of the Hanoi city, particularly on the following issues: Organization system, functions, tasks and main activities of the Hanoi's administration during its existence (1888-1954) and its roles in the city management and development. Being more detailed are the following issues: - The City Council played a role of a consulting office for City's mayoer in making strategies of the City; Oriented city development and management at all aspects; Advisers for Mayor in promulgating the legal rules in the City scale towards problems belonging to the public health, culture, education, finance, tax... - City's Mayor Office had a double function: firstly, it was the general office of the Mayor, and secondly it was the judicial office of the Mayor.
