Evaluation of the implementation of land use planning in Hong Linh town, Ha Tinh province
Abstract
This study aims to point out the advantages, limitations, and causes of the implementation of land use planning of Hong Linh Town in Ha Tinh Province in the period of 2011-2020, as well as to propose solutions to improve the efficiency of land use planning in the studied area based on secondary data on natural and socio-economic conditions, land use planning conducting results collected at the People's Committee of Hong Linh Town, along with primary data collected from investing the opinions of 35 officials and civil servants on land use planning implementation. Several planning norms achieved a low implementation rate, which is largely different when compared to the current land use indicators such as annual cropland, perennial cropland, land for fisheries, land for industrial clusters, land for non-agricultural production facilities, and urban residential land, etc. Proposed solutions include improving compensation, support, and resettlement; ensuring sufficient capital for the implementation of projects according to the planning; completing formulation, adjustment, appraisal, approval, and implementation of land use planning.
