APPLYING SCIENCE AND TECHNOLOGY DEVELOPMENT FUND IN TECHNICAL UNIVERSITIES IN VIETNAM

Abstract

Financial resources are the bottleneck for science and technology development of universities in the world in general and in Vietnam in particular. This article presents the common trend in the world on the diversification of funding for university science and technology development. The results of this research indicate the need to establish science and technology development funds in Vietnamese higher education institutions through analysis of data collected by Association of Vietnam universities and colleges and Hanoi university of Science and Technology. The survey results show that science and technology activities at higher education institutions in Vietnam are currently under-developed, which is not commensurate with their potential. This hinders the setting up of the fund for science and technology development at universities. Based on the research results, the authors propose recommendations for the successful implementation of the science and technology fund model at universities in Vietnam.
