Governance issues from social resource mobilization for education and health

Abstract

    As the state budget is limited, mobilization of non-state resources for public services is seen asa solution far fulfilling people's increasing needs. Besides some results in increasing capacityand diversification of public services, the practice of non-state resource mobilization has createda number of governance issues. This article analyzes some governance issues from nonstateresource mobilization for basic education and health. The article is based on availablesecondary data and fieldworks in provinces/cities. The results showed that private sector hasnot flourished in delivering education and health services, while "socialization" practices inpublic organizations has created conflict of interest, reduced transparency and equity in publicsenice delivery. The article concludes with recommendations for policy makers.
