Public service delivery is a tremendous responsibility of and also a difficulty facing every governmentsince tlie demand for public services always exceeds tlie supply. Fwtliermore. interpretationson public services are not completely consistent. This article clarifies the concepts, characteristicsand classification of public services as well as analyses the current situation of delivering severalbasic public services in Vietnam. The paper indicates some problems and provides recommendationsfor improving the effectiveness of public sei-vice delivery .
