Proposing the competence based capacity strengthening program for communal officers to support the National Targeted Program for New Rural Development

Abstract

    Staff at communal level (field staff) are people who directly implement National Targeted Program for New Rural Development (NTP-NRD). The success of this program largely depends on the capacity of those staff. Over the time, thanks to the enforcement of Decision No.1003/QD-BNN on approval of training program for staff who are engaged in developing new rural in NTP-NRD from 2011 to 2020, the majority of communal staff are equipped with necessary knowledge to implement the program. However, communal staff have been facing difficulties in implementing the program, mostly due to the lack of required capacity. For this reason, it is important to evaluate the current training program to identify its shortcomings and thus propose a new training program which can further improve the capacity of field staff for the NTP-NRD.
