Abstract

   The paper presents the application of the Livelihood Vulnerability Index (LVI) to quantify levels ofvulnerability along 4 coastal communes having mangroves in Nga Son and Hau Loc districts, ThanhHoa province. The set of indexes is selected from 48 sub-components, 7 key components, includingNatural disasters and climate change variability, Health care, Food supply, Access to facilities,Livelihoods, Socio-demographics, and Social networks, and divided into 3 components according toIPCC, including Exposure (E), Sensitivity (S), Adaptive capacity (AC). The results show that the impactof climate change on livelihoods in the coastal community is quite strong but (AC) has not beendeveloped sufficiently to respond to the phenomena of extreme and unpredictable weather and climate,etc. LVI assessment approach can be applied to all administrative levels, in order to help localauthorities and policy-makers monitoring the levels of vulnerability and proposing the development ofpolicies towards sustainable livelihoods.
