Experiences in developing effective tools for monitoring and quality management of companies in water sector in Germany

Abstract

   Effective management tools such as Benchmarking with indicators on supply safety, water quality, customer service, sustainability and economy play a central role in the implementation of the modernization strategy in German water sector. This is followed by a risk/opotunity management and balanced scorecard BSC. Within the framework of a project of the Gas and Water Association DVGW, all the 12/16 benchmarking projects in Germany made in 1996/97 was reviewed and improved. With this effective management tool, more than 6,200 companies in the water sector are managed uniformly. This article presents the German experience in developing and applying modern managment tools in water sector, thereby building a modern water industry, leading in Europa and world. Irrigation and drainage sector in Vietnam with its own characteristics, when implementing the restructuring plan in the irrigation sector and the Irrigation Law we should have strong management tools to manage the sector more effectively and the German experiences are good example.
