Gaps in institutional and policy arrangement concerning management of water diverting activities of river catchments and suggestion for improvement

Abstract

    In recent years projects of diverting water resources of river catchments, especially diverting water of reservoirs from one catchment to another during reservoir operation, have resulted in strong controversy and issues which are difficult to settle. Apart from such reasons as the negative impacts of the water diverting on the environment, there are also gaps in institutional and policy arrangement relating to management of these kind of activities. In researching on this issue, this paper identifies some gaps in institutional and policy arrangement as well as in organisation and management of the activities diverting water resources of river catchments. It also offers some opinions on possible improvement in these areas so that the activities of diverting river catchment water could be better and more closely managed.
