Building a Results-Based Monitoring and Evaluation System for Public Expenditure in Vietnam

Abstract
The paper builds a results-based monitoring and evaluation system (hereafter called ?RBME system?) for public expenditure in the case of Vietnam. Such system is supposed to be a crucial component of a modern mode of working budget management and public administration that has been thus far developed and employed in almost developed and developing countries. At present, there exist plenty of gaps and defects in the monitoring and evaluation (M&E) of Vietnam?s public expenditure.
