DEVELOPMENT OF HIGHLY SKILLED LABOUR MARKET IN VIETNAM

Abstract

1.      The status of highly skilled labour market in Vietnam

1.1.      Supply of highly skilled labour

     As of 2008 thelabour force having education from college level in Vietnam accounted for 5.69 per cent of the total labour force. And during the 1996-2000 period and in the 2001-2008 period, this group increased by 12.7 per cent/year and 11.5 per cent on average respectively. Although the highly skilled labour force is still in short supply, quite a few of them remain unemployed in Vietnam.

1.2.      Demand of highly skilled labour

     The actual demand shows that the highest ratio of the highly skilled labour belongs to the scientific and technological sector with 63.8 per cent and educational sector comes second with 45.9 per cent, followed by the credit and financial sector with 48.74 per cent, the property and consulting sector with 32.77 per cent… and the lowest ratio belongs to hotel and restaurant sector with 3.02 per cent, the processing industry with 4.16 per cent and minng industry with 5.02 per cent and others with 9 to 17 per cent

1.3.      Prices (salaries) of highly skilled labour

     In 2008 the average salary of the highly skilled labour (with education from college level) trebled that of manual labour; and was 2.2 times more than that of the labour with vocational and high school level; and 2.9 times more than that of technical workers. The salary of highly skilled labour rose by 12 per cent to 14 percent on average during this period.

1.4.      State policy to support highly skilled labour market

The State has pursued the policy of giving employers of the highly skilled labour a number of rights in negotiating the labour working in the romote and borders areas, and in the islands as well as in difficult areas.

1.5.      Some limitations of the development of highly skilled labour market

(1)Some outstanding problems related to professional training; (2) Shortage of suppliers of highly skilled labour; and (3) Low demand of highly skilled labour.

2.      Orientation for development of highly skilled labour market between now and 2020

-    Development of highly skilled labour in service of industrialization and modernization and international economic integration.

-    Boosting the supply and demand behaviour for the highly skilled labour market.

-    Expanding the highly skilled labour market to foreign countries.

-    Strenghtening the state management over the highly skill labour market./.
