CURRENT STATUS OF INVESTMENT ENVIRONMENT AND POLICY RECOMMENDATIONS TO PROMOTE INVESTMENT OF SMEs IN VIETNAM

Abstract

The investment environment for small and medium enterprises has been a hot
issue for many years in Vietnam, the authorities at all levels have tried to improve
but the real value for businesses is still controversial. Through the analysis and
synthesis of practices in the period of 2012-2017, this study shows that although
the investment environment has many positive changes, at the same time, there
are many aspects that need to be improved if we want SMEs to be promoted and
invested strongly, specifically: 1) Many policies and incentive programs from the
government and local governments are far from the ability to access and benefit of
SMEs; 2) Lack of efficiency in facilitating investment capital; 3) Poor orientation and
support for output markets; 4) Fourthly, the policy of training, supplying and using
labor has not kept pace with reality; 5) Low level of science and technology
