FACTORS AFFECT TO THE PROVINCIAL STATE MANAGEMENT WITH THE ALLOCATION AND USE OF STATE BUDGET CAPITAL FOR CAPITAL CONSTRUCTION INVESTMENT PROJECTS OF LAI CHAU PROVINCE

Abstract

This study builds a model of factors affecting the provincial state management
the allocation and use of state budget capital for capital construction investment
projects of Lai Chau province, which is based on analytical framework of Balassi and
Tukel. Mixed approaches have conducted through expert interview methods and
structured interview with questionnaires methods. On the basis of research model,
the author has pointed out 6 affecting factors and proposed some solutions to
improve the efficiency of allocation and use of state budget for capital construction
investment projects of Lai Chau province.
