Public university tuition policy in Vietnam: An analysis of the quality of higher education

Abstract

Tuition is an important source for universities to have the resources to improve the quality of their education. However, increasing tuition fees also affects students' learning opportunities. Therefore, the state's tuition policy should ensure the interests of the university and of the learner. This article is in the study of tuition policy from two angles, improving the quality and affordability of learners. This article is the first part of the study, calculating tuition fees based on secondary data sources and related studies to ensure that higher education institutions are able to improve their quality.
