Public-Private Partnership in Urban Environmental Services Supply in Vietnam: Strengths, Weaknesses, Opportunities and Challenges

Abstract

Although the form of public-private partnership (PPP) has been popular in many countries around the world, in Vietnam, awareness of this form is unclear. This paper contributes to clarify the rationale for public-private partnerships in urban environmental service provision, as well as analyzing the strengths, weaknesses, opportunities and challenges of applying PPP in Real country. The article points out that providing PPP urban environmental services will help address the weaknesses of private monopoly and resource constraints and the effectiveness of state monopolies.
