Abstract

Higher education is increasingly playing an important role in the economic development of nations as well as in the development of individuals in society. Much of the funding for higher education comes from the state budget. The paper analyzes the methods of allocating the state budget for higher education and the experience of some developed countries (USA, Japan) as well as developing countries (China). From that point of view, the paper presents some policy implications for Vietnam in allocating the state budget for higher education, focusing on reforming the mechanism and allocation criteria; Prioritize the development of international standards-based universities, encourage public-private partnerships, and promote indirect allocation mechanisms through student support.
