Method Measurring Efficiency of Land Use Planning for Agricultural Land in Ham Thuan Nam District, Binh Thuan Province

Abstract

In the recent years, land use planning is quickly aplied and developed, but it’s quality did not meet the society demand. One of the causes was the gaps of methodological evaluation of the efficiency landuse plan. Therefore, this study aims to develop method for landuse planning efficiency evaluation in Ham Thuan Nam district. Based on the nature of the logical chain decomposition method, we have established decay problem of increasing net income. The disintegration is implemented by the following steps: (1) Breaking up the increase in net income based on performance levels of employees and number of employees; (2) Breaking up increased in net income due to changes in working efficiency; (3) Breaking up the increase in net income due to changes in production volume; (4) Breaking up of production on land of agriculture. Upon completion of the disintegration, the increase of net product implementation plan is determined. Testing results
showed that the increase in net income in the agricultural production in the implementation of the planning period 2001 - 2010 of Ham Thuan Nam district was 6884.3 million, accounted for 21.89% of total income by agricultural production.
